St. Paul to break ground on Payne-Maryland project


The city of Saint Paul will break ground on the new $14 million Payne-Maryland project on the East Side in Minnesota on 26 July 2012.


The new building will include a recreation centre and a branch of the public library, which will be at the corner of Payne and Maryland avenues. It will replace the existing Arlington Recreation Center. The library services will move to the new facility from the Arlington Hills Public Library.

Plans for the facility were completed in 2008. The building has been designed to incorporate a library, recreation centre, faith-based groups and social services and programs under one roof.

To help with the process, the Payne Maryland Partnership, including representatives from the Bradshaw Celebration Life Center, Arlington Hills Lutheran Church and a social services provider, has been formed. The project was divided into two phases, with the recreation centre and library portion of the facility being constructed in the first phase, and the Payne Maryland Partnership portion, being constructed as part of the second phase.

Some recreation programs will be offered at the Arlington Hills Lutheran Church and other recreation in the area, and Kendall's Hardware Store will move to the corner of Payne Avenue and Phalen Boulevard during construction. In coordination with the Maryland Avenue street-widening project, the existing buildings on the corner of Payne and Maryland and the Arlington Recreation Center will be torn down.

The city allocated $14 million toward the design and construction of Phase 1. Architectural firm Hammel, Green, and Abrahamson led the design process for Phase 1, with community coordination by the Payne Phalen District 5 Planning Council. Kraus Anderson was selected as the construction manager for the project. Construction is expected to complete by the fall of 2013.
